This is an action by three plaintiffs who are separately engaged in the same general neighborhood of the City of West Allis
in the occupation of salvaging scrap metal from old or damaged automobiles. The defendant City enacted an ordinance identified
as ordinance 6.11 regulating such business. It prohibits certain practices heretofore used by the plaintiffs in their salvage
operations and it makes other regulations with which the individual plaintiffs must comply if they are to operate their businesses. The plaintiffs believe the requirements of the ordinance offend various well-known legal precedents and constitutional and
statutory provisions, and they have brought this action for a declaratory judgment pronouncing the ordinance to be void.
